In other words: They don't need more chaos, with suddenly new people around them, they need special care. Some people can do it, because they know how. Most people, and that is reality, are completely fucking it up though, because they have no clue. And it's very easy to have no clue, because you need to have the qualifications for it; it's more than just being especially unqualified to own a dog. Don't get a dog with issues and then mess it up even more. That's not "saving" it.
