Basically, the issue with the footsteps is that Eustace would have known it was Phil was behind the door all those years ago because he has such good hearing. But even knowing she was there, he said hurtful things like how Phil didn’t resemble Eustace or Isabella, how she was a disappointment, etc. He deliberately said it for a kid to hear because he didn’t care about her or her feelings, and maybe even wanted to hurt her.
Yep he considered her a nuisance and want her to feel discouraged. He wanted her to not bother him with the end goal being “living like a rat and knowing her place” truly wicked
