I think he purposely sponsored them, because he thought that the reason they become evil is how hard the life is. So he tried to make their life as easier and as happy they can be. The only accidental happens is how his plans actually have everything to do with their revenge (like how he originally wanted Radan to be a treasure hunter, but the treasure he leads him to just push him to become a pirate for revenge).
