Legal loopholes, they are "sworn brothers" not lovers. And also laws against lgbt content have gotten more strict over recent years, so there are older dramas/comics/novels with more clear dynamics. But newer dramas/comics/novels have more infering relationships to avoid full censorship. The full on BL dramas are either from Thailand or Japan, which have no major censorship laws.
But both couples have kissed already...?
