I feel like that's kind of an unfair comparison to kurisu, he got beaten up badly (deserved) and then apologized (bare minimum) a lot to both and was honest about it, also never did it again and made an effort to be a good friend after that. Yeah it was a real gross move before but he did change and also doesn't pretend it never happened...
As for this stalker girl, I'd say she needs medical help, rather than to go to jail.
