Julian is injecting his awakened blood into alphas (earlier children now from the infant stage) so try and artificially create awakened alphas to supply them to the government for wars and shi
Let me try, as far as I understood, julian kinda wanted to have an independent state/country of his own that idk he could control : and the "government" prormised him theyd give julian what he wants if julian "suplied / give them weapons : human awakened } which he is experimenting on.
As for the results , julian was ALMOST successful with "creating " one : SETH , but idk, seth is kinda incomplete cause he artificially (?) awakened but during idk puberty (maybe ) instead of during infancy , so julian had to maintain him by giving seth his pheromone (like idk pheromone shower.) but then it was not enough so julian had to do something : and the result hot seth pregnant so now we have shane : and i still dont know if he awakened during infancy or not.
And then julian found D who, i belive, is already an awakened from infancy : something that julian is looking for to make his experiments success.
