Yes she is his bio-daughter and Yes he loved the previous empress..
He can't express his emotions properly because 1. Because of his harsh upbringing due to fighting for the throne 2. Because he can read mind, so for him conversation is just a redundance and waste of time, hence he neglected his daughter without really meaning to neglect her..

The question is IS THE PRINCESS, EMPEROR'S BIOLOGICAL DAUGHTER WITH THE PREVIOUS DEAD EMPRESS ?? LIKE MADE WITH THAT ACTUAL REPRODUCTION PROCESS ... becuz since magic is included so I thought she can be made through magic too ... AND DID THE EMPROR LOVED THE DEAD EMPRESS???
