it never said they were twins. They just have the same outift because, as Ame said, they were meant to replace the other if one of them went down. It's heavily implied Ame (the surviving 'twin') was in love with Sigra, the guy who Gozu replaced.
But Eve says, "There's two of you?" When he sees the other guy and we get to see the hair and face and they look almost identical but one has wavy hair
'there's two of you' probably just means 'theres two assassins?' lol, it doesn't literally mean 'you have a clone?'. Plus it's anime so everyone with the same hair usually looks similar. I'm pretty sure they would've stated if they were related, i mean he even tells Reevo "if it weren't for you[Reevo] then i wouldn't have met him [Sigra]..." which is an unusual thing to say about your twin, even if they were separated at birth im sure they wouldve mentioned it haha
