At the start he didn't care about what he had to sacrifice or who died to finish his mission but now he found someone he cares about (shin) and so he started doing what he thinks is better instead of only following orders. At least I think.
that this time as an agent he failed to successfuly complete his mission. and that the reason is shin means he has feelings too bc his a human and that he actually fell for him proving him being human bc before he was this maniac robot.
