Wasn't it mentioned at the start that there is only one oder per Generation so how come the people/citiziens didn't question there being 2 Oders (emperor and his sister)

    i just finished chapter 75, the whole story felt forced making up a villain and then burning him. I felt like its unfair since he just wanted to go home
