I haven't read the novel yet but i think Karas did it to pressure progress on the antidote. If previously, the antidote was only being researched by a single person and he was even banned from doing that when the entire noble or even country is addicted to these drugs, those that banned the antidote (Truyde) would have no choice but to allow the antidote to be made. Because how is he suppose to control a country full of addict.? There will be always risk of him getting addicted too
