Yeah ! It's illegal. But since he faced two major accident (his leg and arm) & couldn't use his right hand properly while exam period (even one of the invigilator gave extra time), his rank went down. As he's been a model student till then, the dean & the principal is making an EXCEPTION only for him to make his way easy of taking admission in top colleges

when she says “jot down anything you want to add or change” in a student record does that mean he can change his grades or rank? isn’t that illegal or something idk
