They couldve gotten away together if those two other officers didnt show up but bcoz they did, the priest forced the prosecutor to shoot him to let him choose his own path (basically protecting him from conviction, his final act of love) but the prosecutor realized after the priest told him “youre all i have” he too was all he had at that point. So in the end, the prosecutor chose to take the red sedative pills, hallucinating the priest, and died along with him at the beach
