The manifastation ocurs in adolescence and is afected by external factors as well so I think it has not to do with they being identical twins, their development is not identical neither in the uterus nor after birth, so they dont have 100% the same dna. they may carry the gene but presentation is a total diferent matter, also for me is pretty logical one being a beta and the other a recessive omega, if one was an alpha and the other an omega that will be illogical. If omegaverse runs with the mendel laws an ressecive omega is an "ai", an dominant omega an "ii" and a beta an "aa", one of the parents is probably is a ressecive omega and the other a beta so: "moms" genes = ai + "dads" genes = aa, they children can be a "ai" or an "aa"
Yeah, I think what they are saying is that both are genetically recessive omegas. But their phenotype is beta and recessive omega due to external factors. If it’s run by the Mendel laws and they are monozygotic twins then yeah. It would also make sense for the beta to manifest his phenotype later too.

I know it's for the plot, but it makes more sense for identical twins to have the same secondary genders too
