I wouldn't say seduce the brother... I would say she was offering herself to be Michelle's bride because she thought Michelle was the wife in the relationship. Ian is basically saying I am the wife not him, there's nothing for him to be embarrassed about so there's no need for you to marry him in my place to save his face.
It's exactly as you said, plus being the mistress of the castle has his own set of duties that Ian can't do because he's the master of the house and that Katya is already doing, so basically she wants to create a situation where Ian can't get rid of her. Plus Ian thinks a lot about the fact that without him Katya and Michele might have gotten married among themselves since they're the same age but that goes against his own plan. And Michele refuses it vehemently.
