YES heheh there's more to it but atp who dares to oppose tia. The emperor is forced by perez to make that law viable where he can marry tia and it states that empress can hold the title of head of the family as well! this law cannot be opposed cause apparently every emperor gets to sign off on one law before their death that must be followed. I hope I'm remembering this correctly
