Caesar was raised to kill, even as a child he was kidnapped and was taught to always be prepared to get murdered in the middle of the night. Surrounded by people who always want to kill him and surrounded by traitors who just wanna take his seat with Dimitri being the only person who he trusts even if it meant going on extreme measures. Him taunting Caesar about Jun leaving is like how kids taunt each other about this and that. Jun Leewon (forgive me if I got his name wrong) forgives Caesar because his actions can be redeemed. Now.
