I can see and understand from both POVs. Heejae is your typical Asian man who doesn't put too much value on words but on action. And I kinda lean that way because I don't say "love you" or "sorry" that much either XD.
But I also understand Garam frustration with Heejae. When you want to hear a verbal confirmation and your partner just shrugs it off. If I was in Garam position, I would have already beaten the shit of Heejae by now lmao.
