This is what we know for a fact:
Shen Hong, the guy who was all dressed up, Has been the mastermind behind a great deal of kidnappings. He is the poison within because the Red Champuru was established by orphans, is made up mostly of orphans, and prioritizes themselves into taking care of the city as well as new orphans left at their doors. So, aside from kidnapping being extremely wrong, Shen Hong is going against the very core values of the Red Champuru.
Sunfei, or Suo, is apparently the only one who can do anything about this.
This part is an educated speculation on my part based on what we’ve seen so far:
Seems like Sunfei might be the only one who can put a stop to this madness because the boss of Red Champuru, Rosso, seems to be a proxy or a puppet taking orders from Shen Hong. To explain myself:
1. Shen Hong and Rosso came in together but Shen Hong was obviously more dressed up and was standing IN FRONT of their boss.
2. As they were coming in, Shen Hong seemed very confident while Rosso was looking down seemingly uncomfortable or defeated.
3. When the meeting was coming to an end and Rosso was asked about having to add anything else, he refused saying, “if you don’t, then I don’t” while looking down and to the side.
This is NOT typical of someone who should have the highest rank. My assumption is that Shen Hong has some leverage on Rosso or since they probably grew up together, Rosso might not have the guts to stand up to a childhood friend.
Sunfei also seems to be the only one to notice their strange dynamic. That’s also probably why he’s the only one who’s able to do anything. Plus, Sunfei is more levelheaded than some of the other officers from the Red Champuru.
