Because he is law life person who needs to make others feel less about themselves so he can feel that he is more than what he is. He bullied Doha and jealous of Juheon. :/

I remember he was bullying Doha because he has a happy family that supports him and since Doha is a quiet guy, he’s easier to bully. For Juheon, his life is seems “perfect” so he hates it and wanted to get on Juheon good side until he realized that he had to be better than him cuz Juheon didn’t like him

When he bullied dohu when they were kids , i think he did that because dohu looked weird, also he always thought that dohu and Juheon get everything so easily without doing anything, He seems to be jealous because he believes everyone else gets everything easily, so he wants to achieve what others have achieved without effort.
