Teach is an unreliable narrator (lost his memory and is making assumptions about what he thinks he remembers) we dont have a definite on who it was that Guwon killed. The others could also be lying to him to get him on their side because everyone knows how close Teach and Guwon are. Remember at first the girl didnt like Teach until the Doc died and all of a sudden shes trying to get him on her side. Speaking of Doc, he told Teach that the town used to be chaotic in the beginning (pre-Guwon) and that nobody wants to remember those times.
Guwon did in fact save them and is the reason they are still alive. Rules exist for a reason a lot of the time and if things in the beginning were so traumatic that people would rather forget then it makes sense that they would have a strict and decisive way of dealing with things.
