Its pretty definitive that Guwon killed his dad along with the loved ones of the other citizens. The evidence of his murder is not only the word of his own and the citizens who remember the experience, but also what we see when we go back to MC's prior home and how Guwon treats people that isnt MC.
My opinion is that although I find Guwon charming, in order for there to be justice brought upon the citizens under Guwon's messed up system, he needs to be controlled or put to death.
MC can control him, as Guwon would do whatever he says. But it's difficult for MC, since even if it makes sense to label it as a "one sided" relationship, they both love each other. It's just that one of them is also a murderer who murdered his father and loved ones.
Guwon's system makes sense, it has kept them alive and I have very little faith in how they would've survived this far as a community such as medicine being strictly handled and only necessary people being added to prevent overpopulation. My only issue with the system Guwon implements is a lack of freedom of speech and such a strict system against understandable difficulties (such as stealing medicine for a sick member). And how easily the strong are allowed or even encouraged to overpower the weak, even outside punishment. (Such as the hounds).
IN MY MOST HONEST OPINION, I don't know how they're gonna survive without Guwon or the loyalty of the hounds. The world outside is an apocalypse and everything is scarce. Medicine and actual hygiene and necessities is a privilege, and if Guwon dies/loses control, how are they going to continue to get resources and help everyone? There is a reason they withhold medicine, and a reason why they dont accept everyone to be taken in.
With this, their relationship cannot work at all because of the power dynamic. Although Guwon sees MC as equal to him, MC will always be burdened by the fact that Guwon has killed his and many of his friends' loved ones. There is a guilt that will not go away, no matter how much he loves or finds Guwon cute, Guwon has murdered people. And although he has a reason, it doesnt erase the effects it's had on the people around him.
There are two ways a redemption arc is possible in my opinion:
#1 Guwon is no longer in charge, he only protects them from outside harm, but will not have control over the justice system or the supply of necessities. That will be led by the people. This is so the town still has protection and doesnt have to fend for themselves. However, the people will still feel weary and scared around Guwon, so it's best that he be kept inside or only goes out at night with MC with him. MC can also continue to be a teacher and teach him emotional intelligence and guide him to redemption.
[Issues with this is that the citizens may still feel a lack of justice due to his murders and authoritative system]
#2 Guwon dies and the Hounds leave ig and the town fends for themselves somehow by sending out their own people to get resources

Just to add onto this abt their relationship:
Guwon's idea of love to MC is equality.
MC's love for Guwon was due to his care for others.
Now that MC isnt ignorant of Guwon's actions, he has difficulty in loving him without guilt. Because Guwon still cares and is considerate and passionate, he just also doesnt have the same morality you'd consider good or normal.
Guwon loves MC because MC is the only one who has the strength to somewhat stand up to him and go against his words, even while being physically weaker than him. (He saw the others as unequal like dogs because they were all submissive/scared to go against his word). As well as the fact that MC sympathised with the stress Guwon is under to handle their town from danger (either from outsider or from each other/themselves). It feels that MC doesnt see Guwon as a leader, but as a person.
MC's strength and want for justice and freedom and personhood is what led Guwon to loving him.

I like this two for a lot of reasons and wish they could have a redemption arc but ik it won’t happen as it’s a one sided relationship so idkkkkk.
