The choice was never really on Ian. It was always on TJ if he would leave the gang organization and HE DID. Ian give Jo multiple opening to leave and Jo didn't because he too wanted to test his fate with Ian. It's almost like that's one of the concept of relationship."you know there's a saying ,if you fall for two people then you're supposed to choose the second one." The only problem here is reading a LT story with a monogamous view and even when there is no exclusivity in the story y'all get shit ass mad because you feel bad for the unchosen. The longer Ian was with Jo, the more he had to constantly remind himself of that. And whole season 2 was that reminder to Ian. Ian and Jo was never gonna be together because Ian heart was anchored to TJ. Ian never stop loving Tj, the same way TJ never stop loving Ian.Ian never truly could hold affection for Jo like he does with TJ in any normal circumstances because he doesn't have the privilege to because of the world he comes from.
