You might have to read until 7 chapters to understand, on top of it the AI translation sucks.
Lee hwanmae (the one looks like vampire) he's the current nation of God's leader after he killed his father (the great Ihwa) 7 years ago. Currently, the nation of God (north korea) is in a war with Country of Serpent (China) which is ML's (Gwanchang) home country.
Lee Hwanmae and his sibling, Hopi (the black haired boy in ch 3) can read people's thought. That's why they are able to point out who's the brigadier general by reading Gwanchang's thought.
Lee Hwanmae has another ability, he can foresee the future. But he has to sleep often, playing bunch of scenarios in his head, to decide which future is most favorable. The war between his country and ML's country might ended up with abolition of Lee Hwanmae's country so he's fasting & sleep a lot in ch 2. The scenario that he's aiming is to seduce Gwanchang, who's currently a low rank commander but has a fate of a king, a tyrant king, therefore Lee Hwanmae plans to change his personality for the better.
Lee Hwanmae is a narcissistic. He often refers to himself as a God, Great Ihwa, and talking in 3rd person of view to just praise himself who also the Great Ihwa. Hope that this help you
