I think he is manipulative of course, that much is obvious. You’re so right. He hasn’t really lied, however I’m pretty sure that he makes it quite known to jinwoo that he is very manipulative. He’s constantly pulling tricks and makes faces behind his back to other people to show how two faced and manipulative he is. But he’s barely like that with jinwoo he says everything on his mind and jinwoo KNOWS he’s very attention seeker and that he is quite manipulative, but the author is showing that Jinwoo doesn’t mind it that much to show him easing into the dom/sub relationship slowly.

Like, behind the version of themselves that everyone else gets to see, Jinwoo and Taeyoung are slowly opening up and showing each other what’s actually behind the masks they put on for everyone else.
I think people are confusing manipulation with lying. Taeyoung is absolutely a manipulative fucker, but that doesn’t automatically mean everything he says is a lie. He can be telling Jinwoo the truth while deliberately using that truth to manipulate him... which is literally what he’s doing in those last scenes.

Like, THAT is manipulation. The circumstances can be completely real while he’s still exploiting them to get what he wants.
