When he said "best friends" I genuinely thought he was an idiot. But that last panel is making me think that he said it to test the waters and hopefully get Mr. Denser than osmium to say that he isn't content with the best friend title but obviously failed because he's an actual idiot that never had or wanted any friends so he doesn't understand his own feelings or the difference in friendship/relationship tiers by a long shot much less be able to express his emotions.
Or maybe I'm just trying to believe that the accumulated IQ between the two of them isn't in the negatives...
