the concept of a country being in the 28th century and still using horses and swords

It's dystopia caused by the world war 3 or something, I've forgotten most of them since it's been while since I last read the novel. Car and motorbike exist, but since black swan mostly taken place in Gwanchang's country, people there are more flithy, poorer, so they go back to riding horses.
