Chuljin is a User. He used Minwoo whenever it was convenient. Maybe he does have romantic feelings for him as well, but that affection was MUCH less important than taking advantage of him. And any alleged "tests" on Minwoo's loyalty/interest are too excessive, causing Minwoo YEARS of mental and emotional distress. People can "love" someone while still being abusive.
