The other eve kid is not evie's sister nor she was the current emperor's daughter, she was his niece. So she's the kid of the past emperor who the current emperor fought before. The kid is not that bad, just had a bad upbringing because of the adults around her. In the end she reformed and found a good family that she loves and they also loved her. She and Evie became friends at the end. So she was not really the villian, the bad guy was the dude who is just salty for not being picked by the current emperor to be his aide.
