I think in a way, they are both Sisyphus and the boulder- each cannot be without each other. They each ruled as king- Guwon with his Hounds and the villagers in turn also becoming Jinwoo's hounds during the rebellion.
Sisyphus' punishment is a result of betrayals, Zeus, in exchange for the betterment of his kingdom, and another by chaining Thanatos to the underworld to prevent death. Both Guwon and Jinwoo have choices to betray one another, yet to end with the same result regardless- death.
In an endless cycle the boulder itself becomes the manifestation of their choices, a punishment but also an eternal companion. Whereas Sisyphus feels the boulder as the punishment, but what would he be without it? To be without the boulder takes away his very purpose to continue going up the mountain.
They both fall down the mountain and both of them go up again, struggling and dying eternally for each other. Without their memories the struggle up the mountain, to live in this life, has pain and fear. Yet they find each other every time, even in betrayal there is hope and comfort for them as they plummet back down.
"The struggle itself toward the heights is enough to fill a man's heart. One must imagine Sisyphus happy."
The memories Guwon gained in his final moments brought him joy knowing that even in this death they will continue to be with each other. Without Jinwoos memories we don't know if he feels the same joy as Guwon or if it is truly a punishment. He has unreliable memories of what happened in his current or past life- if his father genuinely tried to kill him or save him. Each life seems to have different interactions and results so it could be both. Jinwoo has unconsciously tried to kill Guwon in his sleep, still unknown to what the original memory was or his actual intentions.
I wonder if either of them made a deal that caused the apocalypse so they couldn't live without each other...
