There's so many places that needs help and there are barely any lances/generals that can take care of a whole area. Even if they're present, there's only so much they can do by themselves. That's how people like Trodius take advantage of the war. Lances and soldiers risk their lives on the battlefield while they kept holding their little meetings like they're actually doing something when they in fact just waste time making dumb decisions that only benefits them.
I have a feeling this won't be the last time a major character perishes in the war
