My theory is, they (the kingdom) created some kind of bound magic which could be passed down hereditarily using FL's previous power (either her mana or body I don't know).
What made me think that way was because the FL remembered she has die after trying to drive out the miasma. The kingdom gave her nobility peerage after her death. She didn't have any memory of having spouse and children. But, her supposed family who inherited her magic exists.
So, in conclusion a competely unrelated family was picked to guard the black forest using FL's power as a sacrifice using some kind of method to keep FL's power circulating within the kingdom. That's why when she was reincarnated, her magic did not manifested since her power was already robbed by them. I don't know how she was reincarnated but if the theory of magic was bound by the soul, I think the possibility of my hypothesis is true would be quite high.
