When its a concert like this they usually plan it with the staff, like everyone gives ideas and concepts and go with the best one
It honestly depends on the company....some companies are better and they take the input from the idols, some are just.....also if the idol goes through contract renewals and they have accumulated enough fame, like for example BTS or blackpink, they get more freedom of choice in their band direction

(btw I'm not into kpop at all, so could someone please tell me: do the band members usually have so much say and input into their like setups and such? To be honest from what I've heard of kpop the members are a bit like puppets , trained and then doing what they're told with very little say about their image and such (no offense to kpop fans))
