Everything he does is perceived as normal so yes he can be but his actions and his looks and everything about him is filtered to the perception as normal!
I think he's like our organs for example, we know we have a heart and it's pumping but we don't pay attention to it, yet is always there doing it's job. People can percieve him but he is not considered, he is just there, as if it was something to be expected to be there just existing, therefore people don't question anything and he can't really form ties because of it. Funny that in a way he is see-through too xD
