It isn’t directly said why blue hair(can’t remember his name) is getting drugs but we can assume he wants to drug iltak to possibly make him more submissive so he can control iltak again, or it’s possible he wants to plant them on hyunwoo and get him in trouble. We might find out next chapter but those are my theories
