I feel like they'd either pass on together, or Ilic would go first. With how obsessed Sa-Yan is, I doubt he'd easily go down to leave this man (as it is obvious from the monologue). The only probable reason he goes first is because of his mental state, which I still doubt would overpower his craze for Ilic. Moreover, knowing this madman, if Ilic does pass first, he'd probably follow him soon enough. Like he said before, all his responsibilities and duties have been handed over. It might not too far fetched to say that Ilic is the only reason he's living right now.
