I'm assuming in general Incheols life wasn't going good after military service since he is willing to work? to go to university, I had assumed he was staying with women he was sleeping with because of their dynamic and not a girlfriend, also I think the universities mentioned are not real but was he in a bad university or something? Because he was mentioning another university name when he didn't get the job?
I'm asking this because there is a part where I assume he was tutoring someone before he went to his job interview, so I don't think his grades were bad?
I assume with his dad loosing his position he had to work more odd jobs to sustain himself. The woman he was sleeping with in Ch.25 wasn’t the same as the one in season 1 as his ex-girlfriend in s1 says that Mayor Lee introduced the both of them (also because Incheol calls her ‘noona’ but his ex-girlfriend on s1 called him ‘oppa’). So yes the woman in Ch.25 could just be a fling, nothing is definite. The university he’s currently studying at is real but it probably isnt that good, ‘Sky University’ is probably one of this universes top universities which Incheol clearly didn’t get into.
Hello, just adding my two cents and correct me if I'm wrong. I think Incheol didn't suggest the redevelopment plan as it already was something that Lee was doing at that point.
The problem was that she was caught having a private meeting with someone of the construction company, and the implication is she was taking money from them aka she was participating in corruption.
Incheol suggested that she took control of the public narrative to her advantage because even if the construction didn't happen as promised the public is quick to forget and she could say in the future the problem was nobody wanted to work on the region.
I don't know if I'm correct, maybe I'm confused.

Before I explain what’s going on in the first 3 episodes, you should definitely reread all of season 1. It’s been over 10 months and it will help you refresh your memory on the characters and their motivations. Moving on,
Incheol’s flashback into his backstory begins. Incheol comes home from his first day at reserve training (compulsory military experience in Korea). He gets a text from an unknown person, presumably a friend, telling him both of their dads have been ‘transferred’ (forced to step down from their position) because Incheols dad had been ‘framed’ for bribery, meaning everyone working under his dad was also forced to transfer. Incheol’s girlfriend offers Incheol a place as a work-study student (working a set amount of hours for the university in exchange for a scholarship). Mayor Lee hosts a guest lecture at Incheol’s university, which he goes to watch.
Incheol is at a job interview, where he understands pretty quickly he isn’t getting hired. He learns that next door is also hiring, where he visits feeling helpless after being rejected from the last interview. Mayor Lee is unpopular within the political sphere currently, which is evident with the lack of applicants at the interview. Incheol walks in when Mayor Lee and other person are having a conversation and pitches the idea of development and demolishing within Songmun (the reason why Incheol was sent to pyeonghwa in the first place, because of this same plan he pitched to the Mayor.) Mayor Lee uses his idea and it’s an instant success, boosting her popularity and ensuring her place as mayor. He gets a job under her and his dad gets his old position back.
Incheol’s currently working under Mayor Lee. He becomes accustomed to heeding her every call. He becomes numb to the things she forces him to do. He is uncomfortable with some things, but he knows people like his father are relying on him, so he brushes those feelings aside. Incheol starts wanting more and becomes tired of working like a dog under her, so he agrees to get the seal from Pyeonghwas mom that allows their party to begin demolition. At pyeonghwas mom’s funeral, he starts to regret it as he remembers his late mother who also passed away. Mayor Lee reminds him that his dad is doing well in the US (blackmailing incheol.) Incheol is working under Mayor Lee’s orders when someone confronts him of his dad taking bribes, but Incheol doesn’t care.
