Ok fact check me but this is what I understand and assume is happening.
So Lee Geon got hit by Isis directly, and in ch. 195, Hailey said that Isis is fused with Oblivion so I’m guessing that her power of oblivion is stronger than what Freyr (iirc) had in the knife, thats why it worked this time. So I think Isis blanketed the world once with the forgetting mist and then just kept making the mist mummies to make sure they get a little daily mind wipe without consuming her powers much.
Also Hailey isn’t affected by the mist because its been pointed out in multiple chapters that she has monarch blood so thats why it doesn’t affect her.
I’m guessing (hoping) that Lee Geon managed to smack some sense into Hugo in that short time he broke through and that Lee Geon was just hiding in the divine realm with Apollo and the other affiliated gods cringing at Hugo
