I took bits and pieces from the manga you're searching for (the younger seme with messy hair) and the closest one I could remember was

(He has messy hair and is very puppy like and ex-lover constantly bothers the uke at his apartment but I do t think he skates or has dreadlocks...)
So maybe it's not the one but it's pretty similar (or maybe you're mixing up two mangas?)
