I think you perfectly summarized the story, I myself don't find it hard to understand but not everyone pays that much attention to details nor takes the time to explain them, that makes you an amazing person. ヾ(☆▽☆)
And I also agree with you, Shimojou won this time, although (as it was also stated in the manga I think) Kuze had already won in HS hahaha.
But I think that for Shimojou it's not really about who is seme, but the game of who can mentally win over the other what truly brings him pleasure. Thus allowing Kuze to be the one on top for a life that it's no longer boring seems like a fair price (or it could be just my personal taste talking hahaha).

I personally think Shimojou won.
He purposely got into the Yamamoto organization. He made it easy for Kuze to find him.
He gathered information on the Yamamoto organization. And Shimojou even sacrificed himself (he was going to go to prison for his criminal activities) to take down Yamamoto. That’s a “ride or die” lover!
Basically, Shimojou has been working on this since HS. He planned every step of it, even Kuze finding him. Shimojou even planned his takedown sex! And no, Shimojou did not know that Kuze was a cop, but I think he was always targeting Yamamoto.
Besides, why would Shimojou gather information of the Yamamoto group if he was not going to use it?
Kuze might be great at what he does, but Shimojou just handed it over to him. Yes, he did not know when Kuze was going to find him, but he purposely made it easy for Kuze to find him. Shimojou figured that Kuze would want revenge on Yamamoto too!
I think Shimojou won. But, he does not mind Kuze penetrating him. Shimojou loves and trusts Kuze; and, Shimojou is the only person he would let penetrate him. And even when Shimojou is the uke, he’s still is not submissive.
