Everyone complains, but I think it's one of the good points in this manga - this guy is the real killer, not someone who hypocritically playing justice. It is what people who kill for a living do, you know? Kill whoever they was told. it's just this guy actually enjoys his power over others and really having fun killing them. He looks more like a serial killer than a professional. But it makes the story interesting, you don't know who will die next and how.
