I think both of them in a sense, because some are hidden gems so they are underrated because not too well known, while others are only less known.
I created this list to help other users find new titles to read, as I noticed that many people were asking for new readings to vary a little. :)

Thanks for compiling the list! I look forward to reading through it. I do have one question: is this a list of manga that you feel are underrated since they are lesser known, or is it just a compilation of more obscure BL generally? I only ask because the ones I have read from this list I consider to be hidden gems. :)
