I think Ei cant transform at all. (I believe it was said in another manga) and Jin can only transform partly. But I am hoping beyond hope... that Ei somehow can transform even if its for a few mins! I think it would be so hot!
Actually Ei can transform and I think he did in the other manga. If I'm not mistaken Ei is a black leopard.
I have read all of the other manga and multiple times at that... Ei never transformed. Unless I missed one somewhere. Please link it if you find it.

I just started reading this series and I believe Ei mentions as a child to Jun when they first meet that he is part cat with no ability to transform. It is around the time when Jun overhears his grandparents talking about how he doesn’t have spots or can’t transform well and they should have chosen to take Keichi instead of him.

I think you're confusing Ei with Kuroeda XD, Kuroeda's the only Leopard in the whole Neko series,,, He's from Nekoka Danshi no Shitsukekata
I would love to see them half transformed like when Keiichi and Shingo do
