I think what he means by that is he doesn't seriously think she was ugly. He just wanted to hurt her because she didn't pay attention to him or something; which is immature but he is only a middle schooler. (and he was a sweetie to follow her around like that:3)

that wasn't even sweet that was just stalkerish. You view it as cute because you think they look cute together but imagine if you found out a guy who liked you was following you around every day. That would be deeply unsettling. From my recent memories by 7th grade the boys had outgrown their dating tactic of insulting and being rude to their crush. I would root for him if he hadn't been so rude to her.

I think you point out a good point, that the action of someone can be perceived badly or positively based on whether we like someone or not. Like the episode on How I Met Your Mother when the married couple was talking about the husband wooing his wife by surprising her in her dorm room and singing to her. It could be perceived as deeply unsettling since they were only acquaintances, but she viewed it as romantic because she was crushing on him.
I do agree that some very common dating tactics are problematic in that they are invasive and perhaps even creepy (including following people around, flirting with someone when they are uncomfortable, making a grand public gesture when someone might feel uncomfortable being the spectacle etc.) I honestly don't know what to think/do with them since they do work some of the time when the other party is also into this sort of thing/into the person

Exactly my point, and also I love himym!! I think in most situations following someone around with out their knowledge is creepy regardless of them being a love interest or even just attractive.
