This is something I've never understood. If they are "forbidden arts" why do they keep them written down where a determined person can get at them? If they are forbidden, the ones in charge shouldn't know what the are either. I suppose it's an important troupe but the lack of logic bugs me.
It is grounded on the idea that those who are ignorant of history are doomed to repeat it. For instance, if none are aware of the existence of these forbidden arts, and some hapless soul happens to stumble upon them, no one would know how to quell the bedlam that ensued.
