I am not sure about the definite meaning but it's about being the uke for the whole village. Either the seme says that the uke is not willing to be it or he is jealous... sorry not good enough yet to fully comprehend... I am leaning to the - he suggests that or taunts him with it, because the uke looks shocked and basically answers with: ....sth like that... speechless...
