I don't think this story really uses levels in that way. This story just has weaker and stronger as far as I've seen.
To be honest, I like it this way more. Using defined levels of cultivation gives it such a gamey feeling.
But didn't the MC say something about his own cultivation level a couple of times in the story or something like that? If I'm not mistaken there was even a name for it. I don't really mind not having defined levels, it's just that I feel like the story has levels but it wasn't explained, althought as I said I could be mistaken about it.

"Level" can also be used in a general way, so I think that's what's going on here.
