Tsuno was more than likely of age tho? If you take into account he was probably between the age of 6-10 and 10 years had passed then he was probably around 16-20--which in most places in Japan age of consent is 16. So technically Tsuno was of age.

I do wanna mention that he is a dragon and not human, so we don't know the aging process of dragons. When the man first finds him, I'm not sure if we even know his age, so dragons in this series could have an entirely different aging process than humans.
