I think it gets brought up in this manga, because this was based on literature that predates modern views on relation and incest. Being cousins didn’t always mean it was immoral to have sex with them or even marriage. Actually we are weird compared to what was ok for vast amount of time. Most societies were only related to their father and his family (patrilineal) or their mother and her relatives (matrilineal). In these type of societies, the perfect marriage partner was a star crossed cousin (if I remember correctly). Basically the child of the non related parent’s sibling (preferably the opposite sex sibling). I think Asahi and Terumi would be close to that, if Japan was a patriarchal society, prior to modern times. I don’t really know for sure, but I would be surprised if it wasn’t. The only thing always considered incest is parent -child and sibling parings. Try to keep this in mind. Not all societies have the same values and it is very hard to overcome one’s own upbringing. However, lots of manga are incest driven, but most of that is between step sibling s, thankfully.
