Probably can refer to the last empress dowager of Qin Dynasty (China) - she has much much more power than the emperor.
Its about influence... she has more ministers and court officials who favor her way. Also she has ruled with an iron fist before her son took the throne so he has to take control by force or kill her. No choice. But he is buying time since he cant make a move.
I watched a documentary on youtube . It was amazing just saying.
I am confused usually the current emperor would have more power than his mother, the dowager empress? How come he doesn’t ????
